PSC Chairman Professor Mobasher said this at a discussion titled ‘Transformation of Bangladesh Public Service Commission: Achievements, Challenges and the Way Forward’ organized by the PSC at the Bangladesh-China Friendship Conference Center in the capital on Tuesday evening.

Regarding the PSC Chairman’s speech, the chief guest of the event, Finance Advisor to the interim government Salehuddin Ahmed said that operational autonomy is very important. However, several rules and regulations have to be followed for financial autonomy. A lot of thought has to be done to give financial autonomy. However, he emphasized on strengthening the PSC. In his welcome speech, PSC Chairman Mobasher Monem said that the biggest challenge of the Service Commission is to complete one BCS within a year. However, one of the obstacles in this is the lack of administrative and financial independence of the commission. The commission is using a new system to reduce the delay in the examination system. Which they call the ‘Circular System of Evaluation’. If you want to complete a BCS exam every year, you have to go to this ‘Circular System’. They have tried it experimentally before and now the records are being checked in full swing in this system.

Referring to the complexity, the PSC Chairman said that this system required a change in a rule. That rule was sent to the Finance Department in the form of a proposal from the PSC. It has been four months, but the approved rule has not come yet. The commission could have worked much more dynamically if it had the freedom to make rules.

Referring to the roadmap to complete a BCS in a year, the PSC Chairman said that the BCS notification will be published on November 1 every year and the results will be published on October 30.

At this time, PSC member Chowdhury Saima Ferdous presented their work plan. At the same time, she also mentioned what the challenges are.

Speaking as a special guest at the event, Professor Asif Nazrul, Legal Advisor to the interim government, mentioned the PSC reform as important and said that qualified people should be appointed here. He also believes that the BCS should be completed within a year.

The Legal Advisor commented that several types of irregularities have occurred in the PSAC of the last 15 years. He said that one was through quotas, another was through question paper leaks, and another was through rigging during the examination, especially during the oral examination. In addition, despite all this, among the candidates who passed, those who were not from the Awami League were excluded through police verification.

Referring to his own recruitment and career through the PSC, former bureaucrat and energy advisor Muhammad Fauzul Kabir Khan said, “The standard of government employees that I see now is very sad.”

Sanwar Jahan Bhuiyan, Deputy Head of Mission of the Embassy of Switzerland Deepak Elmer, United Nations Development Programme (UNDP) Resident Representative in Bangladesh Stefan Liler, among others. Syeda Rizwana Hassan, Environment, Forest and Climate Change Advisor, and other persons from various levels were present at the event.
