Government to drop 400 repeat cadres of 44th BCS, new decision coming
The official told Prothom Alo on Thursday, “We have received some recommendations from the PSC regarding 400 cadres. The government is working to eliminate these. The government is also working on what to do if they are eliminated. Now the PSC has been asked to give an opinion on this issue. Once it is received, it will be reviewed and a notification will be issued on this issue. We are working to ensure that it is permanently closed.” The final results of the 44th BCS were published on June 30. In this, the Public Service Commission (PSC) has temporarily nominated 1,690 people for recruitment in various cadres.
Analyzing the published results, it is seen that out of the 1,690 candidates, about 400 candidates have participated in the BCS exam more than once and have been recommended again in the same cadre (repeat cadre). The PSC has received the list of these 400 people. The rules are being amended to stop this repeat cadre. The PSC sent a letter to the Ministry of Public Administration in this regard.
The PSC said in its letter to the Public Administration that new and waiting meritorious people are being deprived of opportunities due to this repeat cadre. It is creating obstacles in the administrative structure and proper utilization of public resources. Now it is awaiting approval.
To stop people from participating in the BCS examination more than once and getting recommended again in the same cadre, the PSC has proposed to add the following conditions at the end of Rule-17 of the existing Bangladesh Civil Service (Age, Qualification and Direct Recruitment Examination) Rules 2014.
The PSC letter states as a condition, ‘However, if, before sending the recommendation to the government under this rule, or while preparing the final results of any BCS examination, on the basis of written information provided by the candidate concerned or on the basis of information obtained through any method prescribed by the Commission, it appears to the Commission that any candidate eligible for nomination or nominated under this rule is unwilling to join the nominated service or cadre post due to being re-nominated for the same cadre post, equivalent position or any service or cadre post in which the candidate is not interested, in such a case the Commission may refrain from recommending the candidate who has expressed his unwillingness to the government under this rule; Provided further that in the event of any candidate being refused a recommendation for appointment to the vacant post mentioned in the first condition, the Commission may, after selecting the candidate in order of merit from among the candidates who have passed the examination, publish the supplementary results and send a recommendation to the Government for appointment to the service or cadre post; Provided further that no change shall be made or decision taken to the disadvantage of any candidate nominated for the service or cadre post in the first declared result by or as a result of the supplementary results mentioned in the second condition.
