Cooperative officials do not want to go outside Dhaka, irregularities at the field level
Many cadre officers working at the head office of the Cooperatives Department do not want to go outside Dhaka. As a result, important posts are lying vacant in offices outside Dhaka. In addition to this, due to manpower shortage, the activities of cooperative societies are not being monitored properly. The societies are committing irregularities in this regard.

After inquiry at the department, it was learned that many cadre officers have spent half their working life at the head office of the department. Even after being transferred outside Dhaka, many do not want to go. This is having an impact at the field level.
Officers at the division, district and upazila levels are supposed to visit a specified number of cooperative societies every month. But due to manpower shortage, this is not happening. Department officials say that many cooperative societies are taking advantage of this opportunity.
On May 2 last year, Rikta Dutta, joint registrar of the head office of the department, was transferred to the Barisal divisional cooperative office. But she did not join there as joint registrar.
In this regard, BCS 21 batch cooperative cadre officer Rikta Dutta told Prothom Alo on Thursday that she has never worked outside Dhaka in her career. Therefore, she has no interest in going outside Dhaka. When she informed the higher officials about the matter, her transfer order was suspended.
Similarly, Additional Registrar Zebun Nahar, Joint Registrar Rashida Mustarin, and Deputy Registrar Samia Sultana working at the head office were transferred outside Dhaka last year. However, it was later suspended.
According to the information from the administration branch of the department, among the officers who spent most of their career in Dhaka are Additional Registrar Mohammad Hafizul Haider Chowdhury, Joint Registrar Mohammad Helal Uddin, Joint Registrar Md. Monirul Islam, Joint Registrar Sayyedatun Nesa, Deputy Registrar Muhammad Hossainuzzaman, Deputy Registrar Mallika Rani Das, and Assistant Registrar HM Shahid-uz-Zaman.
Noor-e-Jannat has been working as a deputy registrar at the Dhaka Divisional Cooperative Office for eight years. He told Prothom Alo on Friday, “Transfers are not done on our own accord. The ministry does the transferring. I myself want to be transferred. But it is not done. Why is it not done, I do not know.”
There is dissatisfaction among the cadre officers at the field level regarding this. They say that they are not able to come to Dhaka because of these people.
When asked, Registrar and Director General (Additional Responsibilities) of the Cooperatives Department, Munima Hafiz, told Prothom Alo yesterday, “Many are staying by lobbying. I am on additional responsibilities in this office. These are not my concerns.
